Agenda for change
Plans are in place to overhaul of the NHS pay system. All NHS jobs have been carefully defined and judged against 16 criteria — including responsibility for patient care, physical skills and emotional effort — to determine where they sit on the eight new bands in the Agenda for change pay system. It might be well worth NHS influencers checking into this agenda here, as you should see a lot of similarity in the way that their jobs are defined. One interesting one is ‘responsibility for policy and service development implementation.’ If this is in the job description and they get paid for this, and if promotion depends on them showing this competency, well…

PCT — human resources

HR levels
It should also be of interest to NHS influencers that an article in the Health Service Journal in 2003 described the chronic shortage of human resources expertise in PCTs and general practice, and the need for HR management in PCTs to be boosted. All the PCTs studied also had concerns about the mixed quality of HR management at GP practice level with most saying that they had been unable to address this issue systematically. PCTs need effective HR support and advice if they are to address successfully the tough local and national agenda they are facing and NHS influencers could be of assistance here.

In the study, one PCT encouraged all of its GP practices to be good employers by, for example, training GP and practice managers in key skills such as recruitment and retention, staff appraisal and development. For those of you looking for new offerings in an area that clearly crosses both the GP practice and PCT agenda, here is one. It should be relatively easy to adopt in-house practice to produce an attractive training offering to allow industry PCT teams easier access. This would also tie the GP and PCT agenda together internally and offer the potential for further relationship building and the leveraging of this for commercial gain. This is an area the industry does not generally involve itself with. Better still if one could involve one’s own HR department.
